Official Plan, Fantasies...and agoraphobia.

Dear friends:

This conversation is a package of problems, issues and concerns the Town of Richmond Hill meticulously ignored, has no interest, does not see them as such, covers them up, and these, constitute incapacity to deal with, compliance to special interests groups, and corruptive attitude. for these reasons, I am accusing the council of OUR Town (the other level of governments are not excluded) for showing  no accountability, no transparency, and no political courage.

The Official Plan (O.P.) of a city is the blue-print by which the City's visions and aspirations for her future are enacted.

It is the product of serious studies of physical and theoretical evidences and hypotheses, images, models, graphs, and other imaging material that  could develop a complete city where the people living there  would be secure, comfortable, and happy. Protecting the natural wealth and the image of a city is equally demanding and challenging as planning and developing her efficiently and environmentally friendly.

Land is of essence.

Land and any activity  on her and their products,  must always be in continuous balance.

Building a city, a physical entity, is identical to nurturing and developing the community of the city. For the community the constitution, the charter, the Acts and the by laws are what the Official Plan is for the City. Nothing should be dictated by a clique, but only by unanimous decision. They must be accountable, their decisions and actions must be transparent, and subject to public scrutiny. Otherwise you have an administrative organization that is corrupt.

Let us go back to reality, with the hope and wish the outline micro-theoretical frames and images of the city with the O.P., and the community with the Magna-Charta, etc, is aware that the Pandora's box that is left out side of the Town Hall is unprotected.

The anathemas in our Town are the products of O.P. that never was intended to work properly and fairly for the people, and that, the democratic ideals and principles modified, and manipulated, actively or passively by the council and some from the administration.

However, if the insiders were courageous and proud, they would have alarmed the people of the injustices committed to the Town and its people, probably the social cost and the shame on the people would have not be as painful and as distractive.

Central Park, a broken telescope.

I will start with the recent painful and disappointing decision of the O.M.B. regarding the " possible Central Park"  of Richmond Hill. I would expect total loss of the case, if the strong opposition by the people's group was ornamental. However, I do blame the "honourable U of T" for the pathetic position it took on the mater. Even an educational institution abandoned the principle  and tool, of social cost benefit analysis, before the go to dry business decision (every thing is for sale if the price is right!). The question is why U of T did not inform the Town of  the intention to sell the land? and if it did, what was the response of the Town?

In any case the result indicates that York Region is a loose pack , I mean all "politicians". They are divided, along the lines of partisan orthodoxy, unorganised, uninformed, incapable ...The monolithic acceptance of <<one industry Town>> is scary, convenient,  illusive nirvana eliminated any synthetic achievement, etc...

Democracy does not work in arrogant, egoistic, and unethical institutions.

Democracy is like the water, you must work hart to harvest the benefits of it!!!

Official Plan and the xerosis of Wilcox.

Both Official Plans (OP) are commissioned for the agnostics and the believers of a unbelievably unprepared examining the last two (OP and naive council.

Reading and), the 1996 and the 2010, I was surprised, I got tired, and I got upset with the total vacuum, the contradictory spirits of them. Contradictory in affluent ways. The first have a "sense of information" regarding the land composition, and a weak reference to the strategy of the land use component. The second  with great effort, present phrases related to structural framework of an inconclusive outline  of definitions of earth since and engineering, hydro management ecosystem, with goals, graphs, tables, maps insulting the public and incriminating the council by the obvious social injustice, public natural wealth destruction, sentencing the present and future youth generations in basement arrest, because the only lake in the Town is sold. In the future, "Probably  the public will be able to tour around the lake" in small cruiser boats. Environmental crime committed, and social natural wealth has been destroyed. The lake of Wilcox has been modified, has been reduced, "Persephone has been exostracismed from the Oak Ridges Moraine and it will not be able to bring the treasures of life next spring", has been procrustinated to fit and satisfy the plans and desires of the powerful and the weak.

The blame of this catastrophe is not only on the shoulders  on the Richmond Hill's council, but also equally to blame the York Region, the Provincial  and the Federal government. It is a

 
 concourse crime that has been committed against Canadian Natural Resources the Oak Ridges Moraine. This huge source of resources, the celebrated and promoted as panacea for the environmental destructions, at that time (in early eighties) from thousands of square kilometres, diminished today to a small trail.

I wander, who is financing the Friends of Oak Ridges Moraine, and who supports the theatre to play the epitaphios music of the legend.

GO, and the cargo trains, and the safety issues.

The rail tracks, the GO and the commercial trains are using, "split the Town in the middle".

The area along both sides of the rail tracks, should be characterized "heavy industrial area" and should be carrying all the rules and regulations as such . A heavy industrial area must be safe for the public. It must be safe for the environment, It must provide security, that all provisions to warrant the safety of establishments and improvements are taken.

We know that, the area is very dangerous for the people, for the environment, etc. heavy machinery, the trains are using the zone, and it is obvious, contrary to expectations and the assumptions, there are convincing multiple evidence, that the Town and all the other level of governments failed to protect the public, the environment, and all the establishments in general.

The Town left the zone,  the people, who are living and working along unprotected. The development in the zone is uncontrolled.

The zone is the most populated area in the Town.

The users of the lines are, the GO, the CN, and the CP railways. Each user has power, policies and interests that

easily can disregard  the environmental laws, and the laws in general.

However, I know that the lines are as close as twenty meters from homes and business establishments. Bear in mind , the lines are here for more than fifty years and the majority of the buildings is not fifty years old. It is obvious that here we are facing a "serious mistake" that can result in accusations beyond mistake. The mistake is continuous committed by all four levels of government. Our concern in this issue is the responsibility of the local authority, the council of our Town. Why the council did not make any changes, that would reduce the possibility and the magnitude of an impact on the safety and quality on  people's lives?

The GO trains are unfit to serve the Richmond Hill location and other heavily populated roads, and because they are heavy, they are not electrically powered, are very noisy, and not fast. Because the GO trains will be the subject in an other presentation, here we are going to present  the issues of the CP and CN trains.

The commercial train companies are the major issue, because they create most of the problems and the worst effects on thousand of residences and businesses along  the lines.

The most dangerous elements  of grave concern are:

The speed of the trains when they pass trough the Town is terrifying. The second dangerous element is the defence infrastructure along the lines with uncontrollable development. And the third but not the last, is the cargo characteristics that is transported through the Town.

As far as the solutions, the improvements, the protection, the insurance, the rehabilitation, the compensation for the damages and suffering of the people that live in the dangerous zone, and the environmental distraction are of paramount  importance. The Town is sitting on a powder keg. The people had little opportunity to see the other side of the coin. The council of the Town, for many years, followed the slogan of <<growth by all means>>.

All special interests groups and consumers are responsible.

It is time for the truth... alas!!!

In times of growth, in times of congestion, even public safety is compromised.

 Let us notice that, in some neighbourhoods (stretch of roads) in the Town, children are enjoying their favourite  games while hasty drivers try to beat the time. This phenomena is very common when the weather is pleasant. Often, the media announces pedestrian accidents or near misses  with  vehicles. This experience is a very serious  public safety issue.  Certainly, there are plenty of statistics, to convince the Town to move fast to protect statistics, to convince the Town to move fast to protect the public.

Both sides of the equation, pedestrians and drivers, must be protected and informed.

Signs to warn all is a must.

The people initiate the needs and the solutions.

[Lights, speed bumps, lowering the speed limit, flashing lights on x-walks, etc...]
